The House Floor

The House Floor (or plenary chamber) is the upper body for most of the Chamber decisions; in other words, it is the final say for a number of deliberations. All 513 Representatives must ordinarily take part of the Floor meetings.
It considers the following matters:
♦ Those on which the Committees do not have concluding power;
♦ Those on which the Committees have concluding power, if one-third of the total members of the Chamber have signed a motion for Floor consideration.
